Haiti - Security : The Government wants a reassessment of the withdrawal of the Minustah
Wednesday, Denis Régis Ambassador of Haiti to the United Nations on the occasion of the review of the situation in Haiti, to the UN Security Council, said that after having faced a multitude of obstacles that could jeopardize the gains of recent years, the Haitian Government is pleased to have successfully completed a decisive step towards the holding, by the end of year, the long-overdue elections.

He estimated that the presence of the Minustah was undoubtedly an important factor of stability and security in Haiti over the last 10 years. Ten years after its creation by the Security Council, the Mission needs to evolve and adapt to a different context from which it was born. It is in this spirit that was announced the process of gradual withdrawal of the workforce, which continues to date, in the context of the reconfiguration of the Mission for the period after 2016, according to the 2180 Council resolution.

"However, without wanting call into question the outline of the current withdrawal plan, nor the mission reconfiguration prospects, the Government of Haiti thinks fit to appeal to the Security Council so that it makes proof of all the flexibility necessary in the implementation of this reconfiguration. In particular, in the light of the evolution of the situation and needs which currently exist on the safety, the Government considers that the withdrawal schedule should be reassessed to take into account at every stage of the evolution of the real situation on the ground and, in particular, the threats and risks that could jeopardize stability and internal security."

Ambassador Régis wished that in the current pre-electoral context, the number of the Minustah are maintained at such a level, that they can significantly improve the security environment, which is an essential factor in voter confidence in the process and one of the determinants of successful elections "The Haitian Government attaches the highest importance to maintaining a sufficient presence of military and police components of the Minustah, which proactively supporting the work of the National Police of Haiti throughout the electoral cycle, would contribute significantly to strengthening confidence in a secure environment.

Thus, given the renewed insecurity and the apparent complexity of the forthcoming elections and the particular difficulties that they pose in terms of logistics management and security, the Government of Haiti considers it necessary to appeal to the Security Council for a pause is observed in the ongoing process of withdrawal of military contingents of the Minustah [...]

Meanwhile, the Government would appreciate that is strengthened police component of the Minustah, as well as its presence on the ground, through increased support to the National Police of Haiti and a more sustained participation in the daily tasks to security and protection of citizens.

In addition, the Government considers appropriate, in view of the increasing violence, that the UN proceeds, together with the Haitian authorities, to a reassessment of the implementing rules of the withdrawal in two-phase that was mentioned in the August 2014 report of the Secretary-General to the Security Council, in order to to take full account of evolution of the situation in the field, throughout the election cycle and beyond. The Government also agreed with the deployment of international observers of the elections."


The Ambassador of Haiti reiterated the importance of giving priority to a gradual and orderly transfer of responsibilities of the Minustah. In his view, this transfer must, at each stage, take into account the progress made but also existing vulnerabilities.
