Haiti - Politic : Political irregularities of Jocelerme Privert concern Evans Paul
In a letter addressed to the President a.i. Jocelerme Privert, signed by Prime Minister Evans Paul and his 15 15 ministers we obtained a copy, Evans Paul made some reminders to the provisional President, whose decisions are ignoring existing regulations and procedures, the hierarchy and even the existence of the outgoing government still in place and that these decisions affect the proper functioning of the State.

"Port-au-Prince, March 7, 2016

Mr. Jocelerme Privert
Provisional President of the Republic
National Palace.-

Mr. Provisional President,

Referring to the note of the 1st March 2016 addressed by the Secretary General of the Presidency inviting the Secretary General to the Primature Ministers to remind ministers the obligation to handle everyday business until the installation of their successors, duly ratified by Parliament, in the forms and conditions provided by the Constitution, the members of Government meeting in the Council, today have the honor to inform you of their concerns, for useful purposes.

First of all, we would like to mention, section 165 of the 1987 Constitution which gives members of the Government of responsibilities they can not escape.

Article 165.- In case of resignation of the Prime Minister, the Government remains in place to carry out current business until the inauguration of his successor.

Secondly, we draw your high attention to decisions that affect the proper functioning of the state, including :

- The major changes recently made in the National Police of Haiti (PNH) without the knowledge of Superior Council of the National Police (CSPN);
- The letters addressed directly through the Secretary General of the Presidency to the Minister of Economy and Finance requesting a transfer of one hundred fifty million (150,000,000.00) gourdes to the Departmental Directorate North of Finance (sic) https://www.haitilibre.com/en/news-16802-haiti-politic-flood-150-million-gourdes-for-victims.html ;
- The instructions gave to officials of the PNH for they prohibit access to the official residence of the Prime Minister to the latter and other members of the sitting government, causing insubordination;
-The instructions to the Bank of the Republic of Haiti (BRH) with for effect the non-payment of various checks regularly issued by the Ministry of Economy and Finance to the order of third, putting the State in inability to honor certain commitments [The instructions gave to the Bank of the Republic of Haiti (BRH) are for payments of these checks BECOH 9.800.000,00 ; FAREK 9,797.401,71 ; Groupe KEM S.A 9.800.000,00 ; MVF Plus Construction 9.800.000,00 ; Solide Roc Construction 9.800.000,00 and Pecos Services d'Ingénieurs 9.800.000,00 ];
- The contacts established with the magistrates of the judicial order without consulting the Superior Council of the Judiciary (CSPJ).

Also, we renew our readiness to work with you to facilitate the expedition of current affairs, to the responsibility of the members of the current government until the installation of a new government, that in the interests of the population.
