Haiti - Elections : Pamela White, still believes it possible to hold elections in 2013
The U.S. ambassador in Port-au-Prince, Pamela White, resolutely optimistic, while recognizing that the time is dwindling, still believes it possible to hold elections in 2013 declared "There is still the possibility of holding elections in 2013 in Haiti [...] I think we'll find a solution," during a meeting with reporters, announcing that the U.S. government had a budget of $10 million to support the next elections. Concerning this sum, the Ambassador pointed out that part will serve to support the actions of the Transitional College of the Permanent Electoral Council (CTCEP), and another part, will serve of support for the pre-election planning, voter identification and capacity building of the National Identification Office (ONI). Mrs. White believes necessary a out of the crisis to promote the holding of the next electoral contests "We can not make the development into instability," she has said.

Extract of this correspondence :
"[...] Mr. President, the entire nation is aware for some time of its sinking into turbulence infested with agonizing interrogations, doubts and rumors deleterious, undermined by alarms of imminent dangers, social tensions, crises of mistrust, whose persistence can be infinitely prejudicial to public peace and political stability.

[...] For us, as a legislative power, we declare that it is totally inappropriate to play play with time, the hazards and distortions of political game, to weaken the Parliament, make it dependent or dissolve it by default. Such a project, moreover, all premeditated, can not succeed, because it first involves the responsibility of the President of the Republic under section 136 of the 1987 Constitution as amended ; It would arbitrary, even totalitarian, in the era of globalization and universalisation of democracy, to which Haiti has chosen to be part and integral.

[...] Parliament invite you, Mr. President, to set in motion the mechanisms necessary to the consensus, dialogue, consultation and harmonization of relations between the Great Powers of the State. Moreover, it suggests that you initiate consultations with the vital sectors of the Nation [...] to bring back the national cohesion and lift, among other, any hypothec or ambiguous calling into question the immediate holding of elections, the independence and balance of powers, the absolute respect of the elected terms, like yours own [...]"
