Haiti - Economy : WB critical about the lack of transparency of Petrocaribe Fund
Wednesdays in press conference, Mary Barton-Dock, the Special Envoy of the World Bank declared to have seen much progress in the country since the 2010 earthquake "I saw the construction of many school buildings, the launch of a free primary education program and the relocation of nearly 90% of the displaced. However, there are significant challenges that remain for the Haitian people."

After having praised the benefits of the $ 405 million grant, incurred by the WB [about 500 million provided over 3 years - the remaining 95 million will be devoted to the improvement of the network and the production of energy in Haiti ], the special Envoy of the WB, stressed that efforts made ​​over the past four years were affected by "the lack of transparency and public financial management misdirected or ineffective" specifying "It is necessary to better control public spending, enhance transparency in the management of state-funded capital budget, donors and Petrocaribe [...] So far, I think the transparency in the use of funding Petrocaribe is perhaps a little less than others [contributors to the investment budget]," adding that despite of Petrocaribe funds she did not get much information on the use of these funds.

Comments that have made strongly react Prime Minister Laurent Lamothe on the same day in the Council of Ministers, lamenting that Ms. Barton-Dock, seems to have forgotten that during 27 days of Venezuelan experts have audited the Petrocaribe program with a more than acceptable result recalling that President Maduro said during his visit "Haiti is one of the countries to have a more transparent management in this program." In addition, the Head of Government wished to clarify that the World Bank Bank had never requested information on the management of the fund and took the opportunity to criticize the slow and cumbersome procedures of the WB, before receiving a single dollar of this institution.

Michael Lecorps, the Director of the Office of Monetization of Programs of Development Assistance (BMPAD) confirmed in turn that the Petrocaribe program was successfully audited. For his part, Wilson Laleau, the Minister of Economy and Finance, said that all contracts meet the Petrocaribe procedures for procurement and that all information was available on the Ministry website and of the BMPAD.
