Haiti - Politic : Absenteeism reign in Parliament...

Since Friday, November 22, the date of the opening of the special session, convened by the President Michel Martelly, apart from the meeting of 27 November on the vote of the electoral law the parliamentarians have not been able, for lack of quorum to hold one session in the National Assembly. This session whose priority agenda plan the ratification of important bills : he National Fund for Education [waiting for over 2 years], on political parties, on electronic commerce, electronic signatures and electronic exchanges and several agreements and international treaties...

Absenteeism seems to have become the norm for parliamentarians. Last example, on Thursday for the second time the meeting scheduled for the ratification of international agreements in favor of children has to be postponed sine die for lack of quorum, only ten deputies (on 90) and and a dozen senators (out of 20) were present...

It seems that our deputies and senators are more concerned with the spirit of Christmas and the festivities that accompany it, than by their political and constitutional obligations and it is unlikely that a National Assembly can obtain a quorum before the end of this year.

Simon Dieuseul Desras, Senate President deplored the lack of respect of parliamentarians for the Republican protocol and for the convocation at the extraordinary of the Head of State "Legislators need to do their job in Parliament [...] Unfortunately, the year will end without exhausting the menu of the convening at the extraordinary [...]"
