Haiti - Politic : Predominantly negative and reserved reactions...
Following the first meeting Tuesday of the high-level bilateral commission between Haiti and the Dominican Republic, which was completed by the publication of a joint statement, the reactions of various sectors of political life and civil society are predominantly pessimistic.

Anthonal Mortimé, Executive Secretary Platform of Haitian Human Rights Organizations (POHDH) estimated that the Haitian Commission will fail because of a lack of knowledge of the issues and he fears that this weakness promotes the lifting of import ban of poultry products Dominicans.

For his part, Jean-Baptiste Azolin the new Coordinator of Group Of support to Returnees and Refugees (GARR) has reservations about the joint statement between the authorities of both countries around migration and trade issues. He stressed that the Dominicans have promised to take measures to "safeguard the fundamental rights of people of Haitian descent" but no details were given about the nature of these measures. He doubts that these discussions lead to a realistic solution that meets the interests of both country...

For his part the historian George Michel is convinced that nothing concrete will come out of the meetings of the bilateral Commission, recalling that since 1979 the two countries have tried unsuccessfully to resolve their Trade Disputes and that despite the wishes expressed it was never followed by agreements.

Many other sectors, there is no guarantee that the agreements comply with the undertakings especially in the issue of denationalization, bercause of the lack of accuracy and the fact that the Dominican authorities have never fulfilled their commitments. Some believe that members of the Dominican Commission are subject to the pressures of xenophobic extremists Dominican...

In parliament, the Deputy Abel Descollines, President of the Foreign Affairs Committee of the Lower House appealed for caution to the Haitian authorities during negotiations with the Dominican Republic, recalling that several memoranda of understanding signed between the two countries have been violated by the Dominicans.

For Senator Andrice Riché, Vice-President of the Senate, this series of bilateral meetings is an encouraging sign, which lets hope the outcome of the situation, while showing reservation on the composition of member of the Haitian Commission...

An opinion not shared by his colleague Pierre Francky Exius, which declares frankly pessimistic about the outcome of this binational dialogue "These talks are unlikely to resolve the crisis because Dominicans are of bad faith and the Haitian authorities lack firmness..."

In Dominican Republic Me Vinicio Castillo , the head of the party "National Progressive Force" (NPF) appelead the Minister for the Presidency, Gustavo Montalvo to clarify the scope of the announced in the joint statement Tuesday saying "According to our information, the Haitian government wants all the children of illegal immigrants born in the Dominican Republic before 2010 obtain Dominican nationality." While acknowledging the positive fact of the recognition by Haiti "of the sovereign right of the Dominican Republic to rule on nationality and immigration rules" he warned Gustavo Montalvo "You must be very careful not to try, by a supplementary law to annul the judgment of the Constitutional Court opening the doors open to amnesty for Dominican nationality to hundreds of thousands of illegal Haitians living in the Dominican Republic, which will claim that they born in our territory..."

Note to the attention of our readers, that this joint statement, even if it reflects the intentions of both parties, is not an agreement, but only a step towards the signing of any subsequent agreements between two country. Moreover, it should also be remembered, before we get carried away by our emotions, that the statements of Me Vinicio Castillo (as for those of for example of Arnel Bélizaire or Jean-Charles Moïse) do not represent the views of the entire Dominican political class nor that of the population of our neighbor.
