Haiti - Politic : Signature of an agreement of $20M with USAID

Friday, as part of project, "Limyè ak òganizasyon pou kolektivite yo ale Lwen" (LOKAL+), David Basile, the Minister of Interior and Territorial Communities (MICT), accompanied by his Director General, Eng. Hertz Obas and several officials from the Ministry, has signed an agreement with the U.S. Agency for International Development (USAID), represented by its Director, Mr. John Groarke and Mr. Louis Siegel, Director of LOKAL+.

In his speech for the occasion, the Minister Basile expressed his satisfaction with this new agreement with USAID

which finances since 1995 of projects supporting Local Authorities Haitian "This agreement funded up to 20 million dollars over 5 years, is part of the commitment of the Government Martelly/Lamothe, to facilitate citizen participation in the development of their communities."

This project covers the communes of West, Artibonite and North according to 5 main axis : capacity building of municipal staff ; optimization of fiscal revenue in a sustainable manner ; strengthening municipal access to finance and central government services ; improving the availability of decentralized services and the promotion of transparency and control in communities management.

John Groarke, stressed that this agreement provides pillars of development and the democratic system. He urged policymakers to take action for an effective decentralization to improve the quality of life of the population "for a more just and prosperous Haiti."

For his part, Louis Siegel thanked the Haitian Government and partner institutions for the trust placed in him as part of this project and called experienced national and international partners within the areas of education, taxation and technology the Ministry of Economy and Finance and the Directorate General of Taxes (DGI), to work for the success of this programalready tested successfully in the town of Carrefour. Stressing that the project "Limyè ak òganizasyon pou kolektivite yo ale Lwen", "Constitutes a support to the joint efforts of Haiti and the United States government to promote good governance and the rule of law."

The ceremony was attended by the main Mayors of communes of Ouanaminthe, Rony Pierre, Carrefour, Jude Pierre Edouard, Cap-Haitien, Jean Renaud and several senior officials and executives of the Public Administration.
