Haiti - Politic : The amendment of the electoral law blocked in the Senate
Tuesday, while 16 senators responded present to the roll call of one of the rare plenary sessions of the Upper House, in which was on the agenda among other things, the ratification of the amendment of the electoral law, this session could not be completed, Senator Jean Charles Moïse having reversed the quorum by leaving the Assembly. Wednesday, Dieuseul Simon Desras, President of the Senate recognized that the Assembly was unable to work on amendments to the electoral law, as proposed in the framework of the El Rancho agreement, remarks that follow pressures and the intransigence of the Senators of the opposition, who demand the dissolution of the transitional College of the Permanent Electoral Council (CTCEP) and the establishment of a Provisional Electoral Council, conform to prescribed in Article 289 of the Constitution, a Council composed of representatives of nine sectors of national life, contrary to the requirements of agreement El Rancho.

Senator Desras, referring to the El Rancho agreement, said "There is today so much disagreement that we can not speak of agreement," adding that he would send correspondence to the President to inform him of the position of the Senate.

For his part, Senator Wencesclas Lambert, close to the government, reacted strongly saying "These six senators have always been hostile to the electoral law. But one thing is essential: there is already an electoral law i force. In the event that senators are reluctant to vote on the amendments, the Electoral Council will only have to apply the electoral lawin force," implicitly referring to Article 12 of the Agreement El Rancho adding "This is unacceptable, the country can not continue to be blocked [...] elections must be held this year..."

In addition we learned that a delegation of the "Patriotic Movement of the Democratic Opposition" (MOPOD), which brings together the main opposition parties, met Tuesday 6 opposition senators in order to give them the support of MOPOD and define a common strategy against the Government...
