The Office of the Minister Auguste stresses that "This measure reflects once again, beyond all speech, the social commitment of the Administration Martelly and Lamothe government and their desire to promote education in underprivileged strata. It also shows their determination to end with the Republic of Port-au-Prince in ensuring that even mothers living in the most remote towns, can also benefit from this measure [...] Academically, by this measure, mothers will not have to spend a single penny for the tuition of their children, thanks to the Universal Schooling Program Free and Compulsory (PSUGO) and will be able to use this aid, for the improvement of living conditions of their families." In economic terms, this injection of funds will bring a revitalization of commercial activities and a decline in extreme poverty at the departmental level and at the communal level. "When, for example 10,894 mothers in 10 communes of the department of Artibonite receive the same day a total of over 24 million gourdes, that amount is automatically transferred to shops and other sellers of goods and services of these communes. It is therefore all economic agents in the target area that benefits from these transfers," specifies the Minister Delegate. ![]() Recalling that "one of the main causes of our underdevelopment resides in the exclusion in which were maintained our disadvantaged groups [...] any development process therefore requires that a preferential treatment is granted so that they can integrate faster in national life and participate in efforts that must place us in emerging countries by the 2030s."
