Haiti - Security : Workshop on the Development  of White Paper on Defence and National Security
The Ministry of Defence of Haiti, under the leadership of President Martelly, is organizing a series of four workshops to develop the White Paper on Defence and Security of Haiti. These workshops are part of the continuity of the works on security and national defense, initiated by the Head of State Feb. 7, 2014, in view of the gradual withdrawal of the Minustah and after the meeting on 19 May in Washington DC, with the team of the Inter-American Defense Board (IADB) https://www.haitilibre.com/en/news-11187-haiti-security-meeting-in-washington-with-the-inter-american-defense-board.html , who responded positively to the draft of a white paper, similar to many white papers developed by European and Latin America States.

Chancellor Duly Brutus had wished at the time that the White Paper "help us to design a security system and of defense that can accompany efforts to achieve economic and social development; ensure stability while restoring confidence in the regalian state institutions; strengthen the confidence of international investors who will be able to invest in a peaceful social environment."

For his part, the former Major Lener Renauld, Defence Minister, stressed that "a State proves unable to ensure the safety of its citizens and the defense of its territory, is a diminished State." This is why the Martelly-Lamothe Administration intends to work with its Latin American partners, including the IADB, to replace Haiti in the concert of Nation historically proud of their full sovereignty.

To this end, experts from the IADB, the Organization of American States (OAS), of the Commission of development of the White Paper, university professors and members of civil society will meet Sept. 17 and 7, 8 and 28 October 2014, at the Hotel Oasis, to reflect on the content of the White Paper, which will be a reference document that provides information on what the Government intends to implement to ensure the security and defense of the Haitian space, from the perspective of a sustainable social and economic development.

Note that in the current action plan of the Ministry of Defence (2013-2016), five key strategic areas have been defined in order to be a "Civil Defense Shield" capable of providing effective national responses by controlling the territory and the protection of the population against all forms of natural and / or induced threats

  • Defense of the territorial integrity by the control of land, sea and air border ;
  • Fight against Transnational Organized Crime ;
  • Fight against terrorism and cyber terrorism ;
  • Protection of the population against all kinds of aggression and all types of natural disasters and/or provoked ;
  • Environmental protection against all kinds of threats and risks (by the forest monitoring, restricted areas, watersheds, mangroves and mining).

which is organized around the five priority elements :

  • Corps of Engineers
  • Mixed Mandatory Civic Service
  • Environmental Guard (Ranger)
  • Medical-Sanitary Unit
  • Border Guard
