Haiti - Agriculture : Review of the first scientific days 16/09/2014 12:45:36
The Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) organized last week in Kaliko on the Arcadins coast, a 3-days on the need to provide the country with a structure to facilitate the strengthening of the national innovation system https://www.haitilibre.com/en/news-11994-haiti-agriculture-towards-the-creation-of-a-national-agency-for-agricultural-research.html
This workshop aimed to clarify the terms of the contribution of the College of Researchers and Teachers Researchers to the National Agricultural and rural innovation system, at the service of producers, sectors and territories of the country, both for the orientation and content of the research that the forms of collective organization...
These days of reflection, which have gathered more than 70 participants (public universities, private both from the capital and major provincial cities, technical directorates, foundations, NGOs, research centers...) were able to take cognizance of and react to the actions initiated by the Ministry, in order to create an independent agency responsible for funding scientific research at national level.
After these three days, the participants agreed and validated several points :
- The idea of creating a national organization for research funding (with ambition to be able to support a variety of research areas, not only agronomy) was validated by the assembly of researchers and teachers-researchers, being understood that the "agriculture and rural development" scientific program will be the first program funded by the organization (fund or agency, final name to be given) ;
- An agreement was reached to create an association of Teachers-researchers in Agronomy and Rural Development (CECCAD) and an ad hoc committee was set up to make it known ;
- A statement called Carries was signed ;
- The decision was taken to prepare the creation of a Master and a doctoral school in agricultural sciences, according to a collaborative model and mobilizing teachers researchers of CECCAD, within the framework organized by Higher Education Institutions recognized.
- Topics of research projects have been identified: capacity of priority sectors, food security, development of export markets, potential for valorisation of natural resources, and which could possibly be declined by major ecological area ;
- A draft law on the establishment, organization and functioning of the body to fund research was reviewed ;
- A budget estimate prepared over 5 years, 2 years pilot phase was developed.
