Haiti - Quebec : 4 projects for Léogâne and Gressier
The board of directors of the Union of Quebec Municipalities (Union des municipalités du Québec UMQ) has given the Centre for International Studies and Cooperation (CECI), following a call of proposals, the realization of four reconstruction and rehabilitation projects of municipal infrastructures destroyed or defective in the area most afflicted by the earthquake of January 12th in Haiti. The two towns of Léogâne and Gressier which were found with the epicentre of the seism, will profit from these new infrastructures.

"We are proud to today sign of this convention of financing with CECI for the realization of these projects. Indeed, the CECI collaborate narrowly with the municipal authorities of Gressier and to Léogâne since January 12th and I can testify to the enthusiasm of the mayors of these two cities towards this surge of generosity and of solidarity of their peers of Quebec. Present in Haiti for 40 years, we have been happy to support these municipal initiatives essential with the resumption of the daily life of the citizens in this destroyed zone with more than 95%" add Mario Renaud, Managing director of CECI.

UMQ it will contribute close to $700,000 comming from its "Funds emergency Haiti" which was made up in the weeks which followed the seism by the voluntary and generous contributions of its members to help these people. "This is a first in the history of our Union" said the UMQ President and Mayor of Saint-Jerome, Marc Gascon. The UMQ wished that the exceptional financial contribution of its members municipalities can be used as lever and significant complement with other programs implemented in Haiti as regards local development, in the specific context post-seism. Since 1985, the CECI was able to meet this requirement by providing its own programming and expertise, in particular in local development and reinforcement of the capacities of the local authorities and the civil society. In addition to its implication in Haiti, cumulate a 50 years experiment in international cooperation on several continents. It is thus with a partner of great experiment which the UMQ joins to ensure that these funds are well invested.

They are four projects very concrete and directly related to the improvement of the quality of life of a large number of citizens of the two communes which will be carried out in the next months.

In Léogâne:

  • the partial rehabilitation of the supply system of potable water in an area serving 20 000 inhabitants.
  • the construction of a public market with the development of a platform of 6000 square meters, an area, constructed in four modules of warehouse, space for administration. The market will promote the local economy and provide safe places of business market for 800 permanents merchants and approximately 3,000 merchants the market days with facilities to better preserve fragile food products. This market would revive the local economy is currently very fragile.

In Gressier

  • rehabilitation of approximately 1 km of road to disenclose a rural sector in order to facilitate the passage at any time and in a safely way of the inhabitants of the area and to allow them to be occupied with their economic activities in the urban section of the commune. This project touches 4,200 citizens (700 families).
  • the correction of the Marion river. The river will be corrected on approximately 2 km length to secure more than 1,000 families. A work badly conceived on this river will be rehabilitated, the banks will be stabilized, the river will be shaped in an optimal way making it possible to avoid recurring floods on arable lands and vulnerable residential sectors.


These four projects will be implemented in a concept of local hiring with intensive labor to support the local economy, and the appropriation of the achievements by the local officials and the communities, in an ultimate objective of perpetuation of the works.
