Haiti - Politic : Details, warning and appeal for calm of the Ministry of the Interior

In a note, the Ministry of the Interior and Territorial Communities (MICT) informs the public in general and the people of the West department in particular, that it has launched, according to its powers, consultations and work, that should lead to the updating of cartographic boundaries of administrative constituencies, as well as those Local Authorities. At this stage, the Ministry of Interior precise that no decision has yet been taken on the communes of Gressier and Léogâne nor any other commune of country.

he Ministry wishes to draw the attention of the public, on the fact that outside the scope of the work performed under the mandate of "National Centre for Geo-Information Space" (CNIGS) and of "Technical Secretariat of the Interministerial Committee and Regional Planning" (CIAT), it is strictly prohibited to the local authorities to take measures to change the boundaries already established in their commune or make them visible by the establishment of panels, posts or any other object not authorized by the MICT. It also asked local authorities not tolerate private initiatives to fix or make visible the administrative boundaries, to announce the entrance of cities and the distance between the towns without the permission of the Ministry.

In addition, the Ministry expressed concern about the protest movements amid violence, disturbing traffic and economic life in particular in neighboring towns of Léogâne and Gressier for over a week. MICT deplores the blind action, in addition based on unfounded rumors of arbitrary territorial divisions or fragmentation. Also, the Ministry warns people of Léogâne and Gressier against any infiltration of their movement-citizen that must be peaceful, by individuals well determined to destabilize the region and having nothing to do with the claims relating to the territorial boundaries between the two communes. The Ministry of the Interior took the opportunity to appeal for calm and serenity to the inhabitants of the City of Anacaona and also calls on local authorities to the concession and walk according to the law in order to maintain tranquility and peace necessary for the development and growth of communes.

Also, the Ministry of Interior, Reginald Delva announces the upcoming holding of a National forum in order to launch work to clarify the current limits of the territorial divisions of the country, pointing out that notable, especially lawyers and notaries and surveyors of all the communes of country will be invited to this great national debate scheduled for late October 2014. Upon completion of this process, the Ministry of Interior and Local Authorities will take the necessary measures in cooperation with local authorities in order to proceed with the identification of limits as provided in this area.

Finally, the Ministry would like to reassure people that neither the study nor the application of territorial delimitation will be done without the involvement of each community and also renew them its commitment to work alongside the local authorities for the continuity of services, maintaining homeland security and living together Haitian citizens.
