Haiti - Jacmel : ONI and COV between irregularities and bungling
The National Network for the Defence of Human Rights (Réseau National de la Défense des Droits Humains RNDDH), and the National Electoral Observations (Conseil National des Observations Electorales CNO) have formed a delegation in the context of a partnership that is part of the work of supervision and observation the electoral process.

This delegation carried out a round through certain communes of the department of Sud'Est, especially in the towns of Jacmel and Marigot on Friday, September 18. Yolène Marie Gilles, Assistant of Program RNDDH in his statements to the press noted some irregularities "235.702 voters are currently in age to vote, however the National office of Identification (Office National d’Identification ONI), yet showed no real desire to meet the needs of voters".

She noted that the ONI office in Jacmel is able to record 50-60 cards by day, actually he delivers between 15 and 20 per day. According to information collected, 2.010 new national identification cards are ready including 695 since year 2005 which until now was not distributed, as 107 replacement card. All these cards are confiscated at the office of the National Identification Office (Office National d’Identification ONI) of Jacmel, at approximately two months of the elections [?] deplored Yolène Gilles.

The office of the ONI of the commune of Marigot is installed in a corridor of the Police station a corridor which was flooded on several occasions by the rains which fell down on the department these last weeks. At the time of the arrival of the delegation, the office of the ONI of Marigot was closed [!], and this for several days...
