Haiti - Jacmel : ONI and COV between irregularities and bungling
This delegation carried out a round through certain communes of the department of Sud'Est, especially in the towns of Jacmel and Marigot on Friday, September 18. Yolène Marie Gilles, Assistant of Program RNDDH in his statements to the press noted some irregularities "235.702 voters are currently in age to vote, however the National office of Identification (Office National d’Identification ONI), yet showed no real desire to meet the needs of voters".
She noted that the ONI office in Jacmel is able to record 50-60 cards by day, actually he delivers between 15 and 20 per day. According to information collected, 2.010 new national identification cards are ready including 695 since year 2005 which until now was not distributed, as 107 replacement card. All these cards are confiscated at the office of the National Identification Office (Office National d’Identification ONI) of Jacmel, at approximately two months of the elections [?] deplored Yolène Gilles.
The office of the ONI of the commune of Marigot is installed in a corridor of the Police station a corridor which was flooded on several occasions by the rains which fell down on the department these last weeks. At the time of the arrival of the delegation, the office of the ONI of Marigot was closed [!], and this for several days... "the persons in charge lacked the voter registration lists" announced the RNDDH after being informed of the reasons of this closing.
Marie Gilles Yolène acknowledges the lack of means of ONI offices and human resources. She emphasized the importance of observations of the electoral process is a fundamental step.
For its part, Viles Alizar, program manager of RNDDH expresses its deep concern over the various problems found in the process of the next election. He criticizes the inaction of the Haitian state and calls for more transparency in the organization of elections.
Note that, two weeks after the official launch of the Center Operations and Verification (Centre des Opérations et de Vérification COV), voters do not really frequent the offices of COV [unlike that implied some representatives of various institutions to the media] to confirm their names are well on the list of the polling station where they wish to vote in coming elections, or to request that their names appear on the list of a polling station different, closer to their current home.
During a visit to some offices of COV in Jacmel, by HaitiLibre, by many staff were just sleeping or watching movies on their "DVD player" or "laptop" personal during the day. Some had given their position to a friend to go take care of other activities while promising to their substitute to make a bearing at the time of the payrolls.
Speaking of payrolls, specify that members of the COV receive a salary of US$17 per Day, contrary to statements made by the counsel Antenord Warrior who announced US$20. A news which raised the anger of the members of the COV during the deployment, some wondering
