Haiti - Politic : USA provide support to the reform of the Haitian government

The US government, through the "Konpetans ak Konesans Teknik" (KONEKTE) program provides significant support for the modernization of public administration and public service renewal. From November 2013 to date, about twenty Haitian experts with expertise in various fields have been recruited by competition and placed in various ministries and agencies of the Haitian government in order to support of programs public policies that are being implemented.

Among the ministries that currently receive support from KONEKTE program: the Ministry of National Education and Vocational Training in the areas of Development of reading skills and training in education; the Ministry of Social Affairs and Labour in the field of social protection; the Ministry of Economy and Finances in the field of customs Taxation and the Ministry of Agriculture, Natural Resources and Rural Development, through pricing policies and other agricultural products.

Entities such as the Unit for Combating Corruption (ULCC), Unit for Housing Construction of public buildings (UCLBP), the Council of Economic and Social Development (CDES) and the Office of Management and Human Resources (OMRH) also benefit from support from US government. These organizations have at their disposal consultants in Information Technology, in Planning, Public Communication, Public Administration, Decentralization and Deconcentration, to name just a few.

Note that the support of the US government, as part of this program, is based on four strategic pillars: Infrastructure and Energy; Food and Economic Security; Health and other basic services and Democracy and Governance.

Managed by the OMRH since early 2013, the KONEKTE program is a program of technical support, that makes the difference by putting a particular focus on concrete and measurable expected in the terms of reference of consultants and that contributes to the advancement of administrative reform. Note that the executive recruitment that KONEKTE makes available for public institutions is based on the principle of fairness and merit. This program is also intended to be a hotbed for public administration, which will have to accommodate new skills in other areas.
