Haiti - NOTICE : The Minister Manigat engages in the fight against conflict of interest

Nesmy Manigat, the Minister of Education has issued a Note in which he reminds his staff, particularly inspectors and directors of public schools, that they are prohibited to hold a position in a direction of a private school and/or to own private school in parallel to their position within the Ministry.

Note :

"As part of application of the provisions of the Presidential Order of September 2, 2014 in connection with its twelve articles [ https://www.haitilibre.com/en/news-11781-haiti-education-exam-results-disappointing-the-minister-manigat-announced-a-package-of-measures.html ] reforming the functioning of schools of the Republic, of the Order of March 2014 fixing the special status of the educational staff of the Ministry of National Education and Vocational Training (MENFP) in Articles 63, 67, 71, 72, 73 and 74; of the Order of April 2013 defining the ethical rule for agents of the Public Service in Articles 3, 5, 10, 17, 20, 25, 26, 28, 70, 78 and 79 of Decree-Law of May 2005 on the General Statute of the Civil Service in its Articles 168, 172, 173, 174, 175, the Ministry of National Education and vocational Training reminds its servants, especially the inspectors and directors of public schools, that they are prohibited to hold a position in a direction of a private school and/or to own private school in parallel to their position within the Ministry.

This dual function is a conflict of interest that affects the moral rigor, integrity of any servant, and the respect of the protection of the best interests of the State.

Accordingly, the Ministry grants a period expiring December 31, 2014 to any staff in a conflict of interest to make a choice.

After this period, the MENFP will take all actions in light of the legal provisions and general regulations on the matter."
