Haiti - Justice : Notice to organizers of illegal trips
In a note, the Ministry of Justice and Public Safety recalls in particular to the organizers of clandestine travel and their accomplices and the public in general, that the provisions of Articles 1, 3 and following of the Decree of November 17, 1980, punishing the facts of illegal immigration of fines and prison sentences against all those who are guilty of such offenses.

Article 1 :"Is considered irregular travel to overseas, travel undertaken or organized from the national territory outside the forms and conditions provided by the laws of police, particularly those of immigration and emigration.

Article 3 :« Any organizer of irregular travel to overseas, any attempt to make a person traveling from the national territory to abroad without legal formalities will be punished by a term of six (6) months to three (3) years to decide by the competent criminal court.

In case of recidivism, the offender will be sentenced to the maximum sentence and a fine of 10.000 to 50.000 gourds."


The Ministry gave formal instructions to the security forces, customs officers and immigration officers for strict implementation of those provisions. Government Commissioners, the Delegates, the Vice-delegates and local authorities, in general, will help the security forces.
