Following the announcement on November 14 of Florence Duperval Guillaume, Minister of Public Health and Population (MSPP) and Nesmy Manigat, Minister of Education and Vocational Training (MENFP) that now, it is the principle of merit that will lead to the selection of candidates for hospital residence, following an annual competition organized by the two ministries https://www.haitilibre.com/en/news-12528-haiti-health-recruitment-of-residents-in-hospitals-based-on-merit.html the MSPP published Tuesday, the new official provisions on Hospital residence for the year 2014-2015.

Provisions on Hospital residence for the year 2014-2015 :

"Having regard to Articles 18, 22, 32.6 and 296 of the 1987 constitution.

Given the Decree of 14 March 1968 changing the name of the General Hospital in Hospital of the State University of Haiti (HUEH) and specifying in its considering the reasons for the change;

Considering the decree of 26 September 1968 laying down the procedures of operation of the HUEH;

Considering the decree of 7 May 1981 laying down the conditions of access to the Hospital Residence; Considering the need to effectively allow any licensed physician who has expressed his intention by letter addressed to the Director General of the Ministry of Public Health and Population to undertake specialized training in Public University Hospitals;

Considering that these hospitals do not have the capacity to meet this demand for training;

Considering that it is necessary to restore the Commission responsible for developing standards specifying the organizational and management arrangements of hospital residence;

ADOPT THE FOLLOWING PROVISIONS :

1- It is allocated this year, a quota per service for the choice of residency positions available in different university hospitals with the exception of HUEH

2- The quota is thus allocated according to relevant institutions :

- Maternity Isaïe Jeanty. University Hospital la Paix (HUP) Sanatorium of Port-au-Prince, Justinian Hospital in Cap Haitien (HUJ), Psychiatry Centre Mars and Kline; in each service 50% of posts are reserved for licensed physicians from the Faculty of Medicine and Pharmacy of UEH and 50% for all other licensed doctors from private medical schools recognized by the Haitian government and those from foreign faculties and that meets the eligibility criteria;

- HUEH : Physicians licensee from FMP/UEH will choose first. Other vacancies will be filled by licensed physicians cited in the first paragraph of Section 2

- University Hospital of Mirebalais (HUM) and St Nicolas Hospital of St Marc: These two hospitals will be subject to further processing, as their residency program has already started;

3. Hospitable residence for the promotion 2014-2015 begins January 5, 2015 in the Public University Hospitals mentioned in paragraph 2;

4. The choice of the positions will be done December 31, 2014 for licensees Physicians from FMP/UEH at 11 AM in the conference room of the MSPP in Saint-Honoré street and January 3, 2015 in the premises of MSPP in Mais Gâté for the licensed physicians from private medical schools recognized by the Haitian State and those from foreign faculties in relation to the two rankings displayed by the FMP/UEH.

5. The Commission responsible for developing standards specifying the organizational and management arrangements of the hospital residence consists of representatives of the Ministry of Public Health and Population, Ministry of Education and Vocational Training and of Rectorate of the State University of Haiti."
