Haiti - Education : Towards an agreement with unions for the lifting of the strike
Thursday Nesmy Manigat, the Minister of National Education and Vocational Training (MENPF) presented to the press an agreement proposal that would be about to be concluded with the teachers' unions. Called "Addendum to the agreements between the MENPF and teacher unions", the text contains eleven key points on the main demands that motivated the teachers' strike.

The Minister says rely on the good faith of the various unions for the text to be approved no later than Friday, January 30 so that the strike is lifted to facilitate the resumption of classes in all public schools by Monday, 2 February .

The Minister said he regretted the absence of the Platform of teachers' unions to teh exchanges of this Thursday, delaying the signing of this agreement. Furthermore, he indicated that the Platform of educational organizations and the CNEH, present in the discussions, have already agreed in principle on the Addendum. Text of the Addendum to the agreements between the MENFP and teachers' unions :

"
To achieve the satisfaction of the claims of public sector teachers and allow recovery without delays of courses in educational establishments on strike, the MENFP is committed to :

1. Accelerate the discussions with the authorities of the State concerned (MENFP, MEF, MAST, MSPP, MCFDF, OFATMA) to allow each agent of the ministry, ticked off the state budget, to have a card giving them access to quality health care. To this end, teachers' unions designate three representatives to participate in discussions. The discussions in the presence of three union representatives will begin next week;

2. Do everything to speed up negotiations with the government and financial institutions of the state for the creation of a guarantee fund to credit for teachers and a credit facility at preferential rates. Of privileges associated with the teachers advantage card
will be effective from the month of February;

3. Forward formally to the Government, within eight days of the signing of this Addendum, the salary grid proposal signed by representatives of trade unions, for administrative and legal consequences;

4. Out of the budget the 6000 people holders of appointment letters that are actually in the classroom, respecting the rhythm of 500 per month, which was defined by the Monitoring Committee (including 50 support staff). To catch up with the two-month delay caused by the change of government, 2000 including 300 will be signed in February; given the time of treatment, these checks will be received by the concerned in March;

5. MENFP realized with the support of unions as observers, in the months of February and March 2015, an inventory of hours actually worked over in public schools and retrieves the hours not worked to integrate teachers with qualifications, as required;

6. Engage all together, MENFP and teacher unions to promote the FNE to enable the education sector to have more resources enabling it to better meet the different needs of teachers and the modernization of education and training;

7. Ensure that all school hours paid by MENFP are actually performed by each teacher incumbent. Proceed with the appointment of "factual teachers," those who work / teach in classrooms without appointment letter, depending on system requirements and qualifications of everyone;

8. Work with unions to the development and execution as quickly as possible, of a plan of institutional strengthening of the sector and trade unions;

9. Find, together with the relevant authorities, additional financial resources, within a period not exceeding one month, to meet the demands of the teachers. Resources released will also help to reduce wages due to non-payment recorded in the Universal Schooling Program (PSUGO), due to the unavailability of resources;

10. The parties agree to merge the two agreements signed separately with the two trade platforms, adding the points of this addendum into a single agreement committing MENFP and all the teachers' unions for the good of the system. This is to simplify and unify agreements with several trade union groups for a more serene atmosphere conducive to dialogue in the interest of students and respect of the school year agreement;

11. The parties agree to resume dialogue at the level of the Monitoring Committee on the implementation of this unique agreement for :

- Define the practical arrangements for implementing of each point of the agreement;
- Continue negotiations on any matter that is or will be necessary.
