Haiti - Justice : The Minister Casimir visited the Court of Cassation and the CSPJ

This week, Pierre-Richard Casimir, the Minister of Justice and Public Security (MJSP), accompanied by Me Jean Roudy Aly, Director General of MJSP and his Chief of Staff, Dr. Jean Claudy, visited the judges of the Court of Cassation and the members of the Superior Council of the Judiciary (CSPJ).

With the judges of the Court of Cassation, the Minister discussed, in particular, some issues related to working conditions of judges and the status of clerks. The Minister regretted the fact that the highest judicial authority of the country operates today with a workforce reduced to only seven judges instead of 12 as the law provides. A situation he considered "detrimental to the proper functioning of the two sections of the Court of Cassation." He also spoke of the importance of reviewing the legal provisions relating to pensions for judges and stressed the need to redefine the status of clerks and bailiffs.

During his meeting with members of the CSPJ, the Minister took note among other things, of the progress of the skills transfer process between the Ministry and the CSPJ. He also discussed with them the difficulties encountered in the magistrates certification process, jointly initiated by the Ministry and the Council. For their part, the consultants emphasized the need to accelerate the judges mandates renewal process. The Minister has clearly expressed its willingness to work with the CSPJ in strict compliance with the limits of the separation of powers.
