Michaëlle Jean, Secretary General of the OIF "It is with horror and dismay that I learned this Tuesday, February 17, the tragic accident, which occurred during the carnival parade, which has cost the lives of many people and that caused a lot of wounded in the ensuing panic. I wish through this message, to convey to all Haitian, my solidarity and my deepest sympathy. I extend my condolences to all the families of the victims and their relatives. The Carnival period is every year a highlight of the cultural life in Haiti. This event, which should normally be celebrated as a feast days, will now marked by pain and sadness."
