Haiti - Economy : The money enters the State coffers

In the interests of transparency, the Directorate General of Taxes (DGI), from the available information indicates observing good behavior of revenue in the first quarter of fiscal 2014-2015, which showed, compared with expectations, a positive difference of more than 234.24 million Gourdes.

However, the DGI stresses that this upward trend in revenue has slowed the first two months of the year due to disruptions (strikes, carnival...) which affected revenue collection. While stating that the amount of February is provisional, due to the unavailability of information on revenue collected by the provinces, revenues in February totaled 2,237.19 million gourdes, or a completion rate of about 96%.

The DGI states that on 28 February 2015, the level of collection (provisional) was up 1726.69 million gourdes compared to the same period of the previous year.

In order to staying the course, fill the revenue shortfalls of 278.09 million Gourdes and achieve its objectives, the DGI states that it will endeavor for the remaining 7 months to :

  • Streamline the last phase of the renewal campaign of Vehicle registration plates ;

  • Take administrative measures to secure the revenue and contain evasion and tax fraud ;

  • Improve the level of perception in region (by the execution of the project on the evaluation and improvement of the tax of communes) ;

  • Amplifier national screening campaign (in order, among other things, to broaden the tax base and fairer tax) ;

  • Strengthen auditing of documents and on site ;

  • Establish offices of perception within the autonomous public institutions to commercial, industrial and financial character (EDH for example), to monitor and regular repayment of duties and taxes (including TCA) collected on behalf of the DGI.
