Haiti - FLASH : Clandestine entities threaten aviation safety
Jean Marie Guillaume, Dirctor General of the National Council of Telecommunications recall in a press note, that as part of its control mission defined in Article 3, paragraph a), 6, 7, paragraph g) of the Decree of 10 June 1987 redefining the mission of CONATEL, setting its duties with respect to planning, regulation and control of telecommunications services. CONATEL found that companies without rights or quality, operate broadcasting services in total violation of Articles 13 and 19 of the Decree of 12 October 1977 granting the Haitian state the monopoly of telecommunications services and Article 18.1 of the Regulations of radiocommunications of the ITU.

Apart from their illegal activities, some of these illegal entities by increasing the number of stations, not only disrupt at the departure and arrival communications between aircraft and other countries control towers but also violate Article 144 of the Decree of 12 October 1977, Articles 11 and 15.1 to 31.2 of the Regulations of the International Telecommunication Union (ITU) endanger the lives of passengers on planes flying over the territory, threatening the economic interests of airlines and risk, in case of air disasters in connection with such interference, causing the derating of Haitian aeronautical services.

The Executive Board of CONATEL, pursuant to Article 137, paragraph (j of section 139 of the Decree of 12 October 1977 and subsection (g of section 3 of the Decree of 10 June 1987 has taken the decision and in fact decided to crack down with the utmost rigor that gives it the law, against all offending companies.
