Monday in Arcahaie on the occasion of the celebration of the 212th anniversary of the creation of the Haitian flag, Senator Andris Riché, President of the Senate in his speech, declared "[...] What have we done of our independence? What we also makes Mr. President, Head of Government, of Arcahaie, this historical place, which should be a kind of mecca for Haitian, a place of pilgrimage where all Haitians should visit before you die, because it is the birthplace of our bicolor ?

It was there also that Pétion, Dessalines and others understood that was necessary to build a State, a free State independent and here we are...

I would like to make two calls Mr. President, the first is for Arcahaie [...] except that place where we are, which is somewhat embellished, if you just look back there, it's a poor tide lives there, people can not make ends meet. Since 212 years not much has moved in Arcahaie, why ? Because a country develops with all of its population, if today across the country, only 10% of the population can gloat, 90% live in sub-human conditions and we are all children of this country...

Today, members of this government, gentlemen of the great body of the Court of Cassation, Mr High Major State Police, all these people, I came here to appeal. What will we do of Arcahaie ? Are we going to continue to come every year to celebrate the flag, or we will make this city a modern city ? Are we going towards the development of Arcahaie, to make it a place where Haitians can meet, recognize a kind of patriotic consolidation ?

The second call is a call that I launch to the political forces of that country. The country can not continue like this, we're going in circles. Today, the country asks another Congress of Arcahaie. It asks another rally of political forces and progressive of this country.

I make this appeal to all political parties in this country who say they have a project for the country and they are close to a hundred, then my call is to tell first to my y party, the OPL, to anmi Lavalas, the Fusion, Kan pèp, Tèt kale and all parties, let's do in Arcahaie another Congress.

Let's return to Arcahaie to reflect on the state of the country because it can not continue like this. Today there are too many poor, too poor in the country [...] For this reason, I formally launching this patriotic call to all the political parties, the organizations of civil society, the organized groups of the peasantry, so that there is a real meeting that is made in the country. We must reshuffle the cards, to find another way through which pass, because I feel that we have somewhat blocked [...]"
