Haiti - Environment : Regional Workshop on Climate Change
The Ministry of the Environment (MDE) in collaboration with the International Organization of la Francophonie and the United Nations Development Programme (UNDP) opened last Thursday at the Oasis Hotel, a 3-day regional workshop on the process of preparation of the "Expected Contribution National Determined" (Contribution Prévue Déterminée Nationale - CPDN) defined at the 21th Conference of Parties to the United Nations Framework Conference on Climate Change (COP21).

Bringing together delegates from Dominica, Saint Lucia and Haiti, this workshop should result in a document presenting, in a first part, the volunteers projections of countries' commitments both in terms of mitigation of emissions of greenhouse gas and adaptation of their economies to climate change for the period from 2015 to 2030. A second part must establish the expectations in term of support of the international community to enable them to achieve goals.

Jean Marie Claude Germain, Minister of the Environment, welcomed that Haiti can be the seat of this regional workshop that should lead to strong commitments in the perspective of the conference on climate change at the end of this year in Paris, insisting on the fact that this workshop is a participatory and inclusive consultative process, which takes into account the public sector, the private, civil society, international and regional partners. "The success of this workshop largely depend on the commitments of the different participants. In my capacity as Minister for the Environment, I gave clear instructions to the competent authorities of the Ministry so that a participatory approach be adopted and and followed until the validation of the document by the Haitian Government and its submission to the Secretariat of the United Nations Convention on Climate Change on time."

Jean-Pierre Ndoutoum, the Director of the Francophone Institute for Sustainable Development (IFDD) recognized that the development process of the CPDN is an enormous task, noting that so far, Gabon is the only country in Africa to to have produced it "This regional workshop is a step toward Paris in December 2015. IFDD will always be alongside those fighting to mitigate the impacts of climate change while recognizing it is up to countries sovereignly and according to their priorities, the content and format they wish to offer as contributions."

Sophie de Caen, the Senior Director of UNDP, focused on the impacts of climate change on the direct epidemiological risks on humans, the imbalances in the ecosystems of which depend the diet of people especially in a country like Haiti "Climate warming due to human activity is a fact embedded in the international agenda. This affects all areas of our lives as individuals and societies. From this workshop, we encourage all stakeholders to keep the same dynamic until the discussions, Paris commitments in December and beyond. UNDP's commitment to this cause is acquired," she promised.
