"We fear that on the 95% of registered Haitian, only 2% has a complete file, the others were unable to complete because of difficulties of all kinds," said the Dominican Commission "There are obstacles that have been reported in recent months, as the cost of documents, legalizations, the lack of employment contracts or lease." "What will be the fate of those who remain outside the plan ?" wonders the CNDH-RD, noting that "those who are left behind, are the most vulnerable, the elderly, single mothers and people with great economic difficulties, so that the regulation plan, despite the good intentions, has proven to be an mechanism of exclusive character." The National Commission for Human Rights in the Dominican Republic concluded, "The more just and more human measure that the Dominican government could take would be to grant an extension for all immigrants present in our country, have equal opportunities to benefit from PNRE."
