Haiti - Security : A new step towards the return of an army in Haiti
Thursday at Royal Oasis Hotel (Pétionville), took place the official presentation to President Michel Martelly of the White Paper on Security and Defence.

On this occasion the Ministry of Defence, under the leadership of President Michel Martelly and Prime Minister, Evans Paul, in cooperation with the Inter-American Defence Junta of the Organization of American States (OAS), the White Paper on Security and National Defense for Economic and Social Sustainable Development of Haiti was presented, after several months of work.

Lener Renauld, the Minister of Defence declared "The world is no longer what it was, the world will never again be what it was. The price to pay remains high. Haiti has never said that the best way to ensure his peace was to prepare for war. This defense project is aimed at remove fear. Our families, our youth dream of peace and security [...] Considering the risks that the country is constantly exposed. The White Paper responds to the requirements adapted to the situation. On behalf of the right to life, I have the great honor to present you, Mr. President, the White Paper on Security and National Defense for Economic and Social Sustainable Development of Haiti."

In the presence of Prime Minister, Mr. Evans Paul, the Minister of Defence, Renaud Lener, members of the interdepartmental committee, representatives of the diplomatic and consular corps, the Chairman of the Board of Delegates of the Inter-American Defence Junta and its director , of members of government, members of the Commission of White Paper, the Senate President Andris Riché, the President of the Court of Cassation and the Superior Council of the Judiciary, Me Jules Cantave, and the President of the Episcopal Conference, his Eminence, Cardinal Chibly Langlois, the Head of State pointed out the reasons that prompted him to order and authorize the drafting of the First White Paper on defense for Haiti "[...] I congratulate the Commission, the Ministry of Defence and the American junta of Defens, which provided technical support to this initiative

This White Paper on Security and Defence, is an invitation to solidarity and dialogue, it reflects the maturity of the Haitian public reflection. Haiti can not neglect its security and defense and must have a reasonable deterrent military capability.

The search for peace and security is an ongoing activity that must lead a Nation to ensure the protection of his son. This document highlights the opportunity for all sectors to join efforts to create an effective security system. The publication of this White Paper is a firm step in the consolidation process of national leadership [...]"

The President of the Republic believes that the publication of the White Paper is a firm step and significant in the consolidation process of national leadership and total knowledge of the issues of security and defense for all Haitians. He also believes that it is a hand extended to all international actors for the actual construction of a peaceful and safe environment.
