Haiti - Politic : Towards the implementation of the National Policy of deconcentration

Tuesday, September 29, 2015 at the Marriott Hotel, from 9:00 am to 3:00 pm, the Office of Management and Human Resources (OMRH), together with the Ministry of the Interior and Territorial Communities (MICT), is organizing a validation workshop of draft paper on the National deconcentration Policy (PND).

The organization of this workshop, funded by LOKAL+ and supported by the US Agency for International Development (USAID), is crucial. It aims to enable stakeholders to revise the proposed National deconcentration Policy, to enrich it of experiences in order to finalize it as soon as possible.

the OMRH recalls that deconcentration is one of the pillars of state reform whose one of the objectives remains the economic growth and poverty reduction focused on a balanced and sustainable development. It is to this end that the National deconcentration Policy is designed. It is a transversal and cross-sectoral policy aimed at "making universal access to quality public services the hinge point of the reorganization of the administrative apparatus to ensure better living conditions to the population as a unitary, decentralized State [...] It 'therefore, the Government is determined to deconcentrate, so, to territorialize public action and responsibilities in order to provide answers to the needs of citizens, users of public services wherever they are in the territory."

Moreover, this policy will allow :

  • To develop and implement the new legal framework of deconcentration ;

  • To improve the distribution and coverage of basic services and public facilities ;

  • To strengthen the capacity of central government bodies in planning and control of public action;

  • To strengthen the operational capacity of decentralized services ;

  • To strengthen the capacity of local coordination structures (delegations and vice delegations).

Given the leading role of decentralization and deconcentration in the modernization of the State, these two administrative components constitute two major areas of the Framework Programme of the State Reform (PCRE) that involves a renewal of structures and procedures to strengthen governance.

Consequently, the success of a decentralization policy is conditioned by the existence of an effective central government having decentralized structures able to supervise local authorities, to coordinate the various local actors, to put them in synergy around shared development objectives. . The challenge therefore is significant in terms of deconcentration, the OMRH concluded.
