Haiti - Elections : Electoral Observation, the Civil Society preoccupied
The Election Observation Group of Civil Society, composed of the National Defense Network Human Rights (RNDDH), the National Elections Observation Council (CNO) and the Haitian Council of Non State Actors (CONHANE) takes note of the final publication, on the night of September 27, 2015, of the results of first round of elections of August 9, 2015, by the Provisional Electoral Council (CEP) but noted "many numerous inconsistencies on the criteria for decision making than on the various methods of calculation that are contradictory to the basis of these results that weakens and undermines more the ntegrity and credibility of the democratic process and the electoral institution."

The Observation Group also note the lack of transparency in the evaluation process announced by the CEP on the elections of August 9;

It also regrets that the CEP has decided not to consider the sanctions demanded by several sectors of the Haitian society, which "risks undermining the confidence of the population in the electoral process."

RNDDH, the CNO and the CONHANE take note that the local elections, previously scheduled for October 25, have been postponed to December 27, 2015 and "regret that the elections of local authorities are again treated with such negligence," recalling that local authorities are proximity powers and that these local elections, that are crucial for effective citizen participation likely to put the country on track to democracy can not yet be relegated to the background. Haitian society therefore expects that they take place at least during 2015.
