This Friday at the Hotel Montana, as part of the implementation strategy of the 6 axes of the Framework Programme for State Reform (PCRE), the Office of Management and Human Resources (OMRH) organize, with the assistance of KONEKTE program, funded by the US Agency for International Development (USAID), the first Forum of Directors of Administrative Affairs and Budget (FDAAB) of public Service.

The Forum places particular emphasis on strengthening human resources, the modernization of the State administrative apparatus and the provision of local services to the population. To this end, the first Forum of Directors of Human Resources (DHR) was achieved on 17 September.

The Forum of DAAB pursues, among others the following objectives :

• Institutionalize labor relations between the DAAB with the accompaniment of OMRH as part of the reform.

• Provide to those responsible of DAAB a space of discussion, reflection and understanding of the common problems of public management ;

• To promote, within the government, the terms of autonomy and collaboration between the administrative and financial functions and human resources management advocated by the Decree of 17 May 2005 on the organization of the central administration ;

• Allow DAAB to produce recommendations to the competent authorities on the measures to be taken in terms of review of procedures and adoption of new tools to improve the efficiency of public spending and better management of State assets ;

This forum should feed the reflection on the modernization of public management in Haiti, in particular the introduction of new managerial techniques, the efficiency of public spending versus accountability for results, the accountability principle and especially the birth of new paradigms in term of governance and sustainable development that affect the exercise of authority by the national authorities and force States to adopt a new approach in shaping public policy.
