Haiti - Elections : What found the commission at CTV ?

The Electoral Commission of Evaluation carried out investigations at CTV on 15% of the number of minutes (PVs) tabulated. The population considered in the sample with a 3-5% margin of error and an and confidence level up to 95% according to the methods of statistics, allowed it to understand the nature of the irregularities. Technical results collected on the sample taken at random revealed the following :

At the Tabulation Centre, a working verification of the quality of the minutes has been achieved. A grid showing the various conditions for the Minutes are in compliance to the electoral decree was prepared. 1771 minutes available, on a random sample and representative of a set of 2026 PVs, were examined.

For each of the indicators, the commission has established the percentage of PV that filled the condition required by the decree and the percentage of PV that have not met the condition. These indicators were divided into two categories: those who report minor irregularities and those who report major irregularities.

For example, the Commission considers the fact that :

- the "émargement" (signing sheets) list is absent,

- the numbers in into numbers do not match the number in figures,

- the minutes of deficiency is absent,

- the PV is not plasticized,

- CIN numbers do not appear in lists of "émargement"

- Fingerprints or signatures are not on the lists of "émargement",

- that the CIN numbers on the appearing on the signing sheets lists are not correct,

- the data of the minutes does not match the tally sheet.

Some results obtained indicate that the level of certain serious irregularities is very high, for example :

- There are 30% of PV where there are CIN numbers that do not appear on lists of "émargement".

- There are 57.1% of PV where are missing signatures or fingerprints on lists of "émargement".

- There are 46.9% of PV containing CIN not correct.

- In 60% of envelopes, the minutes of deficiency is absent

This question of CIN, fingerprints and signatures is a very serious problem in that it would indicate that the votes may not have been cast by voters who have the quality to do it.

Moreover, when one considers these serious irregularities, the 1771 PV examined, only 8% of these presents no serious irregularities.

- 20.3% have 1

- 25.6 % have 2

- 18.5 % have 3

- 13.% have 4

- 8.4% have 5

- 4.6% have 6

- 1.6 % have 7

"These findings can come from incompetence or lack of training of members of polling stations or serious fraud attempts," the report said.
