Haiti - Politic : Mirlande Manigat advocates a transitional Government
In a letter to the Nation dated Friday, January 8, 2016, (her 3rd those 10 last months) Mirlande H. Manigat, Secretary General of the Rally of Progressive National Democrats (RDNP) recalls :

Excerpts from the address to the Nation of Mirlande Manigat :

I do not think I am a prophetess nor a Cassandre of modern time precursor to disaster. I just wanted to share with the nation the results of a lucid analysis of the situation, while warning against illusions shared by various sectors willing to engage all costs in the electoral competition expected for four years, and the international community pressed to end with the 'Haitien case' to save its image and agree on our backs an easy success.

I proposed the implementation of a transitional government whose main task would be to put the country back on the rails of the rule of law, competence and honesty, and open the way to a renewal cleared of current miasma of mismanagement, corruption. I insisted on the need for those who participate in the work of redemption to make the commitment not to bring themselves candidates for elections which should be organized on sound foundations guaranteeing of acceptable results to be accepted. Basic question of political morality [...]

[...] Today, I propose again the establishment of a provisional government especially as the idea itself has made its way, it is no longer iconoclastic to evoke it as a sesame imaginary, but the transition itself as an opportunity to seize and build. Besides this conviction is now shared by different sectors of national life, although differences remain as to its duration, its composition and the realistic limits of its mission.

Do not be afraid of transition !

It represents the best way of safeguarding what remains of our heritage bicentenary of dignity and sovereignty. This is not a formula for capturing gently power, but a mechanism to be built in a way to fill the void that will be installed from the February 7 [...]

[...] This Provisional Government should not remain in office beyond two years. It will be composed of citizens from different sectors of national life. Its role will not be resolved in such a short time, the major problems plaguing the country: poverty, rampant unemployment, social inequalities that plague the social fabric and desperate young people of all categories, women who see dwindle the achievements of their struggles, particularly the implementation of the 30% quota for which they fought and than a political will would have helped initiate, the farmers whose hope is limited to the prospect of a perilous exodus to the Caribbean horizons and now Brazilian, problems related to the inadequacy of the health service, dilapidated roads and ports, the cessation of agricultural production and manufacturing limiting local supply and export and, consequently, increases the fragility of our currency. All these questions are included in the program of an elected transitional government whose task will be to prepare the advent. It will be responsible for laying the foundations of a State conscious of the implementation of realistic and effective public policies, of the continuation with those of the international community who still say our friends, of relations based on mutual respect and the search for a possible convergence of their interests and ours.

I reiterate my commitment and my willingness to collaborate in the rebirth of the common homeland [...]"
