In order to give back to the flag and the national anthem its symbolism and arouse the patriotic respect it must lead among citizens and youth in particular, the Prime Minister, Enex Jean-Charles believes it is the responsibility of the Government to do everything to restore the country's soul and pride through the development of patriotic sentiment necessary for the promotion of civic values.

In this sense, the cooperation of all is needed for the application of the following measures :

Public and private institutions are invited not only to hoist the bicolor at the top of their buildings but also to release all the symbolism in their training and awareness work. State institutions, privileged location of the national bicolor, have a mandatory task to ensure its respect.

To this end, all the political and administrative authorities will now have to ensure, in all public buildings of the State to :

• The regular observation of the daily ritual of raising and lowering of the flag at 8:00 a.m. and 5:00 p.m. respectively ;

• To the respect of the description of the flag as provided in the Constitution,of a size suitable to the mast and the building and an use corresponding to the life of the fabric to avoid the spectacle of worn and torn flags that it is given to observe ;

• That those in charge of the ceremonial of the rise and descent of the flag, are properly dressed and keep the haughty and disheveled head, with the exception of police officers who will observe the guidelines of their institution in this matter.
