Haiti - Elections : Last minute warning of potential fraud

The organisations signatories of the present, engaged in election observation, hasten to make available of the public opinion, their relatives concerns with the massive delocalization of the voters made by the Electoral Council, in relation to voting centers where they had voted in the past.

Indeed, following a preliminary investigation conducted on a sample of voters, organizations have found that the CEP decided to move many voters and force them to fulfill their civic duty in centers away from their place of residence.

The organizations signatories of present, recall that they had already denounced this countryside of the COV, Centres of Operation and Verification, which is not justified, given state that over 90% of people displaced after the earthquake of January 12, 2010 are located near their place of residence before the earthquake.

It becomes clear that the purpose of creating the COV, was to deter potential voters from their usual voting centers that, in order to create chaos, the excitement and discouragement of voters on election day. Thus, the CEP will believe then authorized to allow citizens to fulfill their civic duty in any polling station. This is completely illegal and likely to facilitate a massive fraud.

If these preliminary observations are confirmed, two possibilities are to consider:

  • many citizens may not be able to vote;

  • the vote may be delivered without control of the number of National Identification Card (NIC) on the voters list.

These problems in the electoral process are exacerbated by the fact that telephone numbers provided by the CEP to allow voters to identify the address of their poll are almost dysfunctional.

The undersigned organizations warn candidates, political parties, the entire nation and world opinion on these anomalies which are likely to lead to massive fraud to invalidate the elections and plunge the country into a crisis with unpredictable consequences.
