Haiti - Elections : D-4 monitoring of the work of the Verification Commission

The Independent Commission for Electoral Evaluation and Verification (CIEVE) requested the expertise of scientific officers from the Central Directorate of Judicial Police (DCPJ) for they conduct the the verification of authenticity of fingerprints of voters on the signing sheets and detect potential fraud.

However, according to some sources, the observers of the European Union present at the Vote Tabulation Centre (CTV), would have expressed reservations about this verification (which began Wednesday), highlighting a lack of scientific rigor because the tools used by the police, who would not permit to ensure the reliability and accuracy of results.

At 4 days of the submission of its report (Sunday May 29th), François Benoît, President of the Commission can not confirm whether the CIEVE will be able or not, "to identify potential fraudsters and there were beneficiaries". He stressed that the vote being secret, it is impossible to say by whom and to the benefit of which candidate, a particular vote was done.

Reassuring however, that the methodology used by the Commission will allow according to figures to know what happened during the elections in 2015 without being able at this stage to confirm whether the names of candidates will be quoted in the report saying "it may not be necessary, we'll see acording to the results we will get in the final phase of evaluation of the results obtained from the database."

Noting that the CIEVE did not have to say in it report if the 2015 election were right or wrong but only what was found under the law with explicit numbers.
