As stated many times François Benoît, President of the Independent Commission for Electoral Evaluation and Verification (CIEVE) "we will make the numbers speak".

In the report, the findings of the Commission are overwhelming and the figures for the less disturbing, for example, the report states that "[...] the number of untraceable votes (628,000 votes, or 40% of the valid votes), is higher than the number of votes obtained by the candidates placed head of the list according to the results of the Provisional Electoral Council (CEP), is higher than the total number of votes obtained by the second and the third candidate, and higher than the difference between the first and fifth candidate. In addition, by applying certain criteria defined by the CIEVE according to Article 171.1 of the Electoral Decree, the situation becomes even more serious because the percentage of valid votes is reduced to 9% of total votes [...]"

According to the mandate of the Commission, consisting essentially, to purify the process in order to re-establish the trust of politicians, it recommended the resumption of the electoral process, while taking the necessary arrangements to ensure the respect of voting rights of citizens and that of candidates.
