In the report, the findings of the Commission are overwhelming and the figures for the less disturbing, for example, the report states that "[...] the number of untraceable votes (628,000 votes, or 40% of the valid votes), is higher than the number of votes obtained by the candidates placed head of the list according to the results of the Provisional Electoral Council (CEP), is higher than the total number of votes obtained by the second and the third candidate, and higher than the difference between the first and fifth candidate.
