Article 237 of the Electoral Decree stipulates "Throughout the duration of the electoral campaign, no citizen, whose candidacy for elective office was approved by the Provisional Electoral Council, can subject to deprivation of liberty measures only pursuant to a final judgment, except in cases of flagrante delicto."
