Haiti - Politic : Quorum reversed to Parliament, the session is put in continuation
Tuesday 7:00 p.m. the session in National Assembly to decide the fate of Jocerlme Privert, postponed twice could finally begin after hours of delay, it accused a quorum of 88 deputies and 20 senators. Initially the proposed agenda was read and was put under discussion, taking the floor Senator Carl Murat Cantave asked that the delivery of the presidential sash to be added to the agenda.

This was followed by a multitude of interventions of parliamentarians, brandishing the articles of the Constitution, and the agreement of 6 February stipulating the term of "120 days" of the provisional President ; to know if Jocelerme Privert is still President or not; whether the vote of point 7 of the Agreement of 6 February https://www.haitilibre.com/en/news-16533-haiti-politic-the-details-of-the-agreement-from-a-to-z.html is constitutional or not, or if they are asked to do something unconstitutional, referring to Article 134.3 of the Constitution stipulating "The President of the Republic can not benefit of mandate extension. It may serve another term, after an interval of five (5) years" to support this is unconstitutional; pro-Privert claim that Privert render the scarf before any other things, taking motions on motion...

After over an hour of discussions that have not led to much a first behind closed doors of 30 minutes was decreed, the draft agenda had not yet been validated...

After a behind closed doors of about 2 hours of time !!! The session resumed with a quorum of 77 deputies and 17 senators (the necessary quorum is of 60 deputies and 16 senators) in a heated atmosphere a parliamentarian who took the microphone requested the the return behind closed doors... to work (refine and change with the consent of all the blocks) on a "roadmap", which had no agreement and consensus among all the blocks... the deputy wanted to read the content of the roadmap but was prevented by Youri Latortue and Gary Bodeau for lack of agreement.

The tone rises, deputies and senators left their seat and are standing front the President of the Assembly, which decreed an adjournment for 60 minutes just after midnight...

Wednesday at 3 a.m. the National Assembly session resumed, but for lack of quorum Cholzer Chancy, President of the National Assembly declared "Quorum was reversed the session is put in continuation."

The deputy Antoine Bien-Aimé declared at the end of the session "it's sad to do this observation today when I see 5 senators [Youri Latortue, Carl Murat Cantave, Onondieu Louis, Edwin Zenny and Hervé Foucand] took the population in hostage [...]," speaking of the roadmap "the agreement was reached to 80%, there is a roadmap and the maintaining of Privert President, the senators Youri and Cantave said that it must be done in two parts under the pretext that they must vote the roadmap before and after they vote for the maintenance of the President Privert, they put in the head once the roadmap voted they will revers the quorum [...] they not agree to put the two items in a single vote."
