Haiti - Culture : A new computer system for managing copyrights
This Thursday, July 15, the delegation of the World Organization of Intellectual Property (WIPO) completes its 2-weeks mission, which allowed it to install the system WIPOCOS to the Haitian Bureau Copyright (BHDA) and train its staff to the new system (first of a series of training).

WIPOCOS is a client-server application to which allowed it to install the system WIPOCOS to the Haitian Bureau Copyright (BHDA) and train its staff to the new system (first of a series of training).

WIPOCOS is a client-server application uses and users, designed and maintained by WIPO for the organizations or collective management societies in developing countries, who want a modern and reliable computerized system for the performance, in transparency, of the principal operations in the collective management of copyright and related rights (35 countries in Africa use this system).

This system will streamline administrative costs related to the collective management of rights, by making the notification of the use for the distribution of royaltiescheaper and more efficient. In other words, the WIPOCOS will link information about the creator, his works and related metadata, so the use of music by licensees can be properly recognized.

Although initially the WIPOCOS system focuses primarily on the protection of rights in musical works, new software modules will be applied to other types of rights, such as those attached to works and performances audiovisual, the theater plays and choreography, literary works and reprographics and provide enhanced functionality for licensing.

While welcoming the motivation of BHDA staff and of Ms. Emmelie Prophète Milcé the Director General, Simon Ouedraogo, one of WIPO's trainers, emphasizes that the challenge of making users accept the fact that the public dissemination of works music requires a remuneration of creators concerned will be a difficult and inevitable struggle.

A struggle that will not win alone the BHDA that is why it appeals to the understanding and involvement of all stakeholders in the cultural industry, creators, users (individuals, radios, televisions, restaurants, nightclubs and other...) in order to make the Copyright a reality and enter the same time Haiti on the world map of reliable country in terms of respect for Intellectual Property.
