Kenneth Merten, the Special Coordinator for Haiti to the State Department considers normal that Haiti is mobilizing its own financial resources to carry out the elections. He recalled that Haiti was among a small group of countries that had received financial assistance for the organization of elections. Who will print the ballots ?
