Haiti - Elections : Verification of the Minutes
In its statement #59 the Provisional Electoral Council (CEP) informs that in current circumstances, and given the extreme urgency, decided to immediately initiate a procedure exceptional of Verification of the Minutes at the Tabulation Center relating to Presidential 2010. This mechanism covers the first three candidates.

  • Given the evident dissatisfaction of many voters, protests and violence that followed the publication of preliminary results of the upcoming elections of 28 November 2010;
  • Considering the obligation of the CEP to report on its operation to the population;
  • Given the need to take the appropriate steps to verify, in transparency, the authenticity of election results;
  • Taking into account the imperative duty of the PRC to reassure the Haitian people about the credibility of the electoral process and ensure the smooth running of the sequence of operations;

The process will be performed in the presence of a Joint Commission composed of the CEP, the candidates involved (*), domestic and international observers and partners of the International Community.

Pending the outcome of this audit, the CEP invites candidates to join the electoral institutions to launch an appeal for calm to the population, while urging the Haitian National Police to secure the lives and goods.

* The 3 candidates concerned are:

  • MANIGAT Mirlande Hyppolite «Rassemblement des Démocrates Nationaux Progressistes (RDNP)» who obtained 336.878 votes either 31.37%
  • CÉLESTIN Jude «INITE» who obtained 241,462 votes either 22.48%
  • MARTELLY Michel Joseph «Repons peyizan» who obtained 234,617 votes either 21.84%
