Haiti - Elections : The Citizen Action - proposals to end the crisis

The Citizen Action (Action Citoyenne), an organization of civil society, following countless frauds and irregularities in the election on November 28, 2010, and the political crisis that ensued, made a series of proposals to try to defuse the crisis.

  • The Citizen Action proposes to the government, the Provisional Electoral Council (CEP), leaders of political parties, candidates, civil society and the friends of Haiti to make a transcendence.

  • The Citizen Action proposes to replace all members of the polling stations (BV) across the country who helped to commit irregularities and fraud in the election on November 28, 2010.

  • The Citizen Action proposes to replace the Director General of the Provisional Electoral Council Mr. Pierre-Louis Opont , the President of CEP, Mr. Dorsainvil Gaillot, who organized the elections fraudulent, in order to gain the confidence of candidates and voters.

  • The Citizen Action proposes to the President of the Republic Mr. René Préval to seek the expertise and support of friendly countries, with the assistance of Minustah and the Haitian National Police (PNH) for an effective and efficient deployment in all voting centers in the second round.

  • Citizen Action proposed in order not to worsen the situation of the country, involving all the 19 presidential candidates in the second round of elections "that the best win" while respecting the right of all citizens, without exception or exclusion, and respecting the results of the first round of legislative elections.

  • The Citizen Action proposes in the view to facilitate voters and encourage citizens to exercise their civic rights and duties in the second round, to ensure that all citizens can vote for a president, a senator and a deputy, while taking care that the National Identification Card (NIC) is issued in his constituency, after the vote the card must be punched to prevent fraud and the risks of multiple voting.

  • The Citizen Action proposes to the President of the Republic, to punish fraudsters to publish an order on penalties at the occasion of the second round.
