Haiti - Policy : Towards the evaluation of the individual performance of civil servants

Following the organizational audits of a dozen public institutions, the Office of Management and Human Resources (OMRH), in partnership with the European Union (EU), organized a workshop at the Plaza Hotel, a exchange workshop around the evaluation of individual performance in the public service, which involved the audited institutions, which were responsible to formulate at the end of the workshop of proposals to OMRH.

With a panel composed, among others, of the coordinators Antoine Verdier and Me Élie Jean Philippe, this workshop was the framework for a debate on the actions to be taken with a view to establishing an evaluation system of individual performance of public servants.

During the workshop, Ms Yverose Françoise Thermil, Director of the political cell and general systems at OMRH, provided a background, followed by Elie Jean Philippe, Public Service Coordinator, who gave a presentation on the current system of performance evaluation. Chedhike KA, Human Resources Management Consultant, presented tools and other models for performance evaluation. Mrs Sylvie Condé, Project manager of the SBC program (State Building Contract) of the EU, Ronald Covil, consultant at OMRH and Françoise Brugerolle, EU expert, placed at the OMRH in charge of the themes of the public administration, also took part in this workshop.
