The Technical Commission for Restructuring of the Office of Vehicle Insurance Against Third Parties (OAVCT), appointed by presidential decree on 22 June 2017, made available a report on the situation of the OAVCT and the measures and provisions taken to redress this institution following an ultimate crisis that had paralyzed its operation at the end of May 2017.

In its report, the Commission carried out a review of the situation on site, critical and alarming, which revealed the many weaknesses of the OAVCT, such as :

- Excessive expenditure on its revenue for social purposes, which does not fall within its allocations;

- Lack of financial resources due to poor management;

- A surplus and unqualified staff (1,786 persons), unable to meet the mission of the OAVCT and monopolizes in wages 85% of the budget;

- A fleet of non-operational vehicles.

In its report it is stated that the Technical Commission for Restructuring in order to consolidate the institution's finances, ensure its credibility, improve the quality of the service and offer a better working environment to the employees initiated : the process of paying suppliers, paying wage arrears, clearing of the check payment process, reviewing and regularizing all appointments, restructuring internal services, preparing the budget for the year Fiscal year 2017-2018 and the establishment of a special service dedicated to large taxpayers.
