Haiti - Insecurity : Heavy toll for 2010

Frantz Lerbours, the spokesman for the National Police of Haiti (PNH) has communicated yesterday the 2010 balance of the National Police. He reported that the PNH had increased its presence in the areas known criminogenic and that 35 police stations and 11 sub-stations have been rebuilt or rehabilitated during 2010.

THE SITUATION IN FIGURES :

  • Budget: less than US$100MM

  • Employees: 8.475 policemen

  • Distribution: More than 66% in the West Department

  • Police officers suspended or under investigation: 802 (9.5%)

  • Number of arrests Total: 21.494 (58.8 per day)

  • Number of murders per weapon: 795 (2.17 per day)

  • Number of rapes: 974 (2.66 per day)

  • Number of lynchings on the public zone: 83

  • Arrested for lynching: 0 (the spokesman acknowledged that the police have made no arrests for lynching, but were able to avoid many)

  • Number of bodies found without violence: 192

  • Prison population (prisoners): about 5.770

  • Arrests related to serious crime (drug trafficking, illegal possession of firearms, criminal conspiracy): 1.188 (3.25 per day)

  • Arrest of escapees: 1.017 on 4.215 prisoners escaped during the earthquake of January 2010 (24.1%)

  • Number of kidnappings: 121 (1 person every 3 days)

  • Number of kidnap missing victims : 4

  • Total amount of ransom paid: US$50.000

  • Preventive detention: Down of 6% (as of October 25, 2010 out of a total of 5.601 inmates identified, 1.384 were sentenced cons 4.217 in preventive detention)
