![]() Haiti - Justice : UNASUR recommends a strengthening of the justice facing Duvalier 27/01/2011 18:05:17
Mattarollo says that justice in Haiti remained "fragile and weak" and unable to judge the crimes committed during the Duvalier dictatorship between 1971 and 1986). He recommends that the proceedings against the former dictator be accompanied by a large contingent of experts from human rights to assist the Haitian justice system to deliver justice. "If there is no real social development in the country, it can not be political stability or democracy promotion" The ambassador reiterated the willingness of UNASUR to establish a serious process with Haiti to strengthen the foundations of democracy and justice in order to cope with situations like the return of Duvalier. The representative of UNASUR lamented that since his return, the former President Duvalier was in politics and seeking possible alliances, while the country is still awaiting the final results of the first round of elections. He says it was "very disturbing " to see Mr. Duvalier assert its political identity and to see that one of the presidential candidates [unnamed] had been open to a partnership with the dictator... He recommends to the Haitian authorities to strengthen their surveillance around Mr. Duvalier. Rodolfo Mattarollo recalled that Haiti was still under great pressure from some countries that impose their solutions against the will of the people and said that this should change. He hope that the involvement of Latin America will be "moderate" in a country already subject to international pressure.
