Following the intervention of the Brigade Intervention Against Land Insecurity (BRICIF) in Thiotte, specifically in the locality of Bleck, located in the communal section of Marmirande last April without the Minister of Justice, the Directorate General of the National Police of Haiti and the Departmental Director of the South-East be informed of the intervention https://www.icihaiti.com/en/news-21557-icihaiti-justice-intervention-brigade-against-land-insecurity.html the National Network for the Defense of Human Rights (RNDDH) and the South-East Network for the Defense of Human Rights (RESEDH) recalls that "if the decree creating the BRICIF places it under the direction of the Minister of Justice and makes the head of the Central Directorate of Judicial Police (DCPJ) one of its active members, the methods of intervention as well as authorities able to order a field intervention, are not clearly established."

If the creation of the BRICIF in July 2017 https://www.haitilibre.com/en/news-21445-haiti-flash-creation-of-a-task-force-to-combat-spoilers.html was a good news and a relief for the population, quickly, the modes of intervention of the BRICIF have raised questions relating to the operation of this structure placed under the direction of political authorities and to which it has been given the capacity of move specialized agents of the PNH, an institution by definition, apolitical.

RNDDH and RESEDH draw attention to the fact that "[...] giving so much capacity to a structure under the leadership of political authorities can be dangerous when one knows how much the influence trade has in Haiti, a preponderant place in the societal relations.

Moreover, according to the decree creating it, the BRICIF can among others, collect complaints from victims of dispossession or spoliation and intervene on the scene of property crimes. These are facts that are foreseen and punishable by the Penal Code, which must be addressed by Justice, because it is incumbent upon it to combat property crimes by cracking down on all those who commit them.

Moreover, it is no secret that some judges, government commissioners, surveyors, notaries, lawyers and agents of the PNH organize themselves to dispossess some families of vaste land, both in the capital and in provincial towns. It is up to the courts to crack down on them, to restore these victims to their rights and to break definitively with the impunity enjoyed by the troublemakers.

RNDDH and RESEDH recommend to the authorities concerned to:

- Revise the existence and the fields of intervention of the BRICIF;

- Coordinate the interventions of the BRICIF;

- Require hierarchical police authorities to be aware of BRICIF interventions."
