Haiti - Justice : Weakness of the Haitian judicial system facing
From March 21 to April 1, 2011, the Inter-American Commission of Human Rights (IACHR) will hold its 141st public session. The IACHR has fixed to March 28, 2011, its audience on "Impunity for Human Rights Violations during the Duvalier Dictatorship in Haiti". Recall that on January 19 the Commission had recalled to Haiti its duty to investigate and punish the violations "massive" of the human rights, committed between 1971 and 1986, under Jean-Claude Duvalier.

The Commission will hear several victims who filed complaints against former President Jean-Claude Duvalier, should be present in principle: the journalist Michele Montas, Alix Fils-Aime, a former political prisoner, the businessman Robert Duval victim of an arbitrary detention, Rosiers Claude, a former political prisonerand Nicole Magloire. Many of these victims complained of receiving threats since the filing of complaints.

For his part, Rodolfo Mattarollo, representative in Haiti of the Union of South American Nations (UNASUR), said that the regional organization will provide legal advice to all victims of former President Jean Claude Duvalier who want to wear complaint against him. 


"There is an anti-democratic movement that seems to have been launched with the arrival of J.C. Duvalier. This return has not generated the same reaction in Haiti than in the international community of the human rights". Rodolfo Mattarollo who obviously is opposed to the approach of reconciliation advocated by a certain portion of the Haitian population, states that "It is not possible to to take it [the return] passively,
We speak here of torture, political killings and enforced disappearances of persons..."

The official said that UNASUR must be regarded as a hard core of the judicial system throughout the world, believing that the Haitian judicial system, showed a major weakness since the return of "Baby Doc".
