Haiti - Politic : Balance of the parliamentary week

According to the Citizen Observatory for the Institutionalization of Democracy (OCID), for the week of August 6 to 10, 2018 because of difficulty in meeting the quorum, the two Houses of Parliament could hold only one plenary session.

Chamber of Deputies :

The meeting of August 7 allowed the Deputies to continue the debate on the vote on the proposed law to guarantee land ownership proposed by Senator Jean Renel Sénatus. During this session, a special commission of inquiry into acts of violence perpetrated in the lower Central Plateau was formed, composed of deputiesJoseph Manès Louis (Lavalas), Franck Lauture (OPL), Daniel Letang (KID), Elisma Florvil (PHTK), Jean Robert Bosse (OPL) and Myriam Amilcar (Vérité).

5 bills have been tabled:

  • Exposed of reasons and tabling of the bill on the fight against poverty and social exclusion in communes exploiting of abundant natural resources by the Deputy Roger Millien (Lavalas) ;

  • Exposed of reasons and tabling of the draft law amending that of September 10, 2009, fixing the minimum wage in industrial and commercial establishments by deputy Joseph Manès Louis (Lavalas) ;

  • Exposed of reasons and tabling of the draft law establishing the National Bureau for the Legalization of Legal and Administrative Documents by deputy Deus Deronneth (PONT) ;

  • Exposed of reasons and tabling of the draft law on the establishment, organization, operation and financing of Compulsory Universal Social Protection (PSUO) in Haiti by deputy Deus Deronneth (PONT);

  • Exposed of reasons and tabling of the draft law laying down the provisions applicable to school canteens by the deputies Marie Gladice St-Jean Lundy (Bouclier) and Roudy Devil (OPL) ;

Finally there was the presentation, discussion and vote of the report of the Planning and External Cooperation Commission on the draft law on the organization of the State Administration.

Senate :

18 senators took part in the meeting of August 7, 2018 which allowed the unanimous vote at second reading of the draft law (81 articles) on Creation, Organization and Operation of the National Council of Judicial Insurance (CNAJ).
