On Thursday, President Jovenel Moïse, accompanied by Prime Minister Jean Henry Céant in the presence of Parliamentarians, members of the Judiciary and senior government officials, participated in the Official Presentation of the State Modernization Program 2023 (PME-2023).

Extract from the intervention of President Moïse :

[...] joining the deeds to speech in my opening address at the International Forum on State Reform on March 22nd https://www.haitilibre.com/en/news-23896-haiti-politic-opening-of-the-international-forum-on-state-reform.html I had instructed the Government [...] to prepare this document, which now determines, specifies and indicates the necessary provisions, the measures, the actions to be taken to achieve a renewed civil service, a modernized, deconcentrated and decentralized public administration and an economic governance for the development of the country.

[...] I insist on this : all these commitments will be kept during my five-year period.

I will make a regular assessment of this long-term project that will be continued throughout my five-year period, ensuring that significant progress is made on each of these topics.

[...] I cultivate some idea of my country. I have big dreams for his future. To make them achievable, the quality of the public service must be profoundly improved through better public service at the lowest cost for citizens and motivating and equitable management rules for civil servants.

[...] Administration at the service of users is the leitmotif and commitment. We can not continue to act otherwise and give ourselves in the effects of announcement. Guarantor of the proper functioning of the State, I will personally ensure that this program is implemented without delay [...] To this end, I solemnly request the Prime Minister and the entire Government to adopt the provisions necessary for the full implementation of the recommended measures [...] »
